MARITIME SECURITY 30th October 2014 - 8:50 by  Neelam Mathews  in Delhi  The The delivery of the first P-75 submarines for the Indian Navy has been delayed by at least another year, bringing the delay to four years in total. Shephard  has learned that the first boat, built by Mazagon Docks in Mumbai to a Scorpene-class design from French Shipbuilder DCNS will not be delivered until late-2016. This is at least a year later than expected. At Defexpo in Delhi in  February , DCNS told  Shephard  that the first boat would be commissioned in 2015. Originally when the programme was conceived the first boat had been due to enter service in 2012. The P-75 programme has faced considerable delays due to bureaucratic issues and problems with the local sourcing. The hulls for all six boats have been completed and are waiting outfitting. Rear Admiral MT Moraes will take over as the Assistant Chief of Naval Staff (Submarines) in Delhi. Rear Admiral Srikant will take over as Flag Officer Submarines (FOSM) based at Visakhapatnam and Rear Admiral G Ashok Kumar will take over as Flag Officer Sea Training (FOST) at Kochi. ACNS (SM) looks after perspective planning and acquisition of submarines for the Indian Navy. A role that assumes critical importance as the Indian Navy is pursuing vital submarine acquisition plans, says IN. FOSM is the class authority on submarines and is responsible for defining standards, policies and procedures for operations and maintenance of submarines in the Indian Navy. FOST is the authority responsible for operational sea training and work up of all surface ships.

NEW DELHI — The Indian navy has issued a request for information (RFI) for procurement of six conventional submarines under its Project 75 (I) program. The estimated value of the eventual contract is $11 billion. Submissions are due by Sept 30. Companies expected to respond include Rosoboronexport (Amur shipyard),France’s DCNS, Germany’s HDW and Spain’s Navantia. The Indian navy says it is in the process of identifying a contemporary conventional submarine with two diesel-electric engines to be built at the vendor’s shipyard and four more at Indian shipyards. The RFI states it will look at companies that have independently designed and constructed modern subs currently in service or undergoing sea trials. “The submarine should be capable of operating in open and littoral/shallow waters in dense antisurface and antisubmarine warfare and [electronic warfare] environments,” the RFI says.
