Neelam Mathews Jan 17, 2019 A s aviation infrastructure development lags behind India’s highly competitive and rapidly growing aviation market, the industry is getting a positive response from the international community looking for opportunities to invest in ground, air, and space infrastructure. [Photo: Neelam Mathews] India released a national civil aviation policy on June 17 after two decades of fits and starts, as the country works to properly develop its fledgling infrastructure and prepare for a forecast 20 percent annual traffic growth until 2020. Within three days of the announcement, India radically liberalized its restrictive foreign direct investment regime by opening ten sectors, including defense and aviation. Bangladesh is the leading source country with Maldives as a close second. It “is anticipated that Afghanistan will replace Maldives to capture the second spot in Indian medical tourism market,” said the report. Among the emerging source markets for medical tourism, are Russia, Nigeria and Iraq. An apparent trend is the rise in Germany, France and Canada medical tourists’ numbers. India, Thailand and Singapore receive the largest number of medical tourists because of quality treatment, healthcare infrastructure, and availability of highly-skilled doctors. India’s Five-Year Plan for the period from 2012 to 2017 included a policy to improve flight connections between second- and third-tier cities, but progress all but stalled due to the political inertia that has gripped government ahead of elections to be held in April and May. At the same time,  the recent downgrading of the country’s aviation authorities to Category 2 by the  U.S.   FAA  has compromised India’s ability to develop further international air service. The airlines now await approval from the Cabinet Committee on Economic Affairs ( CCEA ), which oversees foreign investment proposals of more than $200 million, and security clearances of foreign nationals. Released ahead of President Barack Obama’s visit here in November, the report focuses on the improving landscape for U.S. business and Indo-U.S. commercial enterprises in the Indian defense sector. It also highlights the growing proximity between the defense establishments of the two countries, given the increased warming of political relation. This warming is apparent given recent Indian defense awards to U.S. companies, many of which come under the U.S. foreign military sales (FMS) program.
