Ma Xiaotian, Deputy Chief of General Staff, PLA the Chinese. The delayed talks were held in the background of China’s objections to Dalai Lama’s addressing a non- religious gathering in New Delhi. The Annual Defense Dialogue (ADD) was established under the provisions of the MOU for 'Exchanges and Cooperation in the field of Defense', signed between both the countries in May 2006.
