Vivek Lall Special Advisor to the United Nations.

Big News! Vivek Lall has been appointed as a Special Advisor to United Nations to help steer the multi-nation body frame policy and its implementation in the area of broadband and associated cyber security issues.
Lall, who is known from Boeing days and chaired the Indo-US Strategic Dialogue , Indo-American Chamber of Commerce, is actively engaged in India-US dialogue in various fields including defense, aviation, aerospace and cyber security. Currently, he is president and CEO of Reliance New Ventures Ltd. 
The President of the General Assembly, John W. Ashe, with whom Lall will be actively working for implementation of this policy, has conveyed his intention to convene a series of three high-level events and thematic debates of member states to put in place a roadmap to operationalize the whole concept of `The post-2015 Development agenda: Setting the Stage," said a statement. 
The objective of United Nations is to quickly design, develop and deploy a cyber security strategy that will identify the unique challenges within the global community and provide services that will help address them in an efficient and cost effective manner. 
As a run up to implementation program, John Ashe has convened a high-level meeting in May 2014 with the theme ``Contribution of South-South, Triangular Cooperation, and ICT for Development to the post-2015 Development Agenda” at the UN, where the significance of ICT as a tool for development will be put across firmly. Ambassador Francis Lorenzo, Deputy Permanent Representative to the UN has been a key driver for addressing the South-South cyber security challenges.
 Dr. Hamadoun TourĂ©, Secretary-General of the International Telecommunication Union (ITU), acknowledges that “in today’s world, cyber security is paramount for sustaining a technologically-sound existence. Unfortunately, the reality is that cyber security is not yet at the core of national strategies. Although, efforts are numerous and growing, most of the time they remain dispersed and not in continuity. 
During the 68th Session of the UN General Assembly, member states and other stakeholders addressed the unique cyber security needs globally. With the increasing proliferation of information and communication technologies (ICTs) and the growing opportunity for real-time borderless exchange, cyber security is a complex trans-national issue that requires global cooperation for ensuring a safe Internet. 
According to a 2011 Norton study, threats to cyberspace have increased dramatically in the past year afflicting 431 million adult victims globally-- or 14 adult victims every second, one million cyber crime victims every day. Cybercrime has now become a business which exceeds a trillion dollars a year in online fraud, identity theft, and lost intellectual property, affecting millions of people around the world, as well as countless businesses and the Governments of every nation.
For the first time recently at the UN level, a group of governmental experts was able to agree to an important set of recommendations on norms, rules, and principles of responsible behavior by states in cyberspace.
Governmental experts from the five permanent members of the UN Security Council and 10 leading cyber powers from all regions of the world have recognized that international law including the principles of the law of state responsibility fully apply to state behaviour in cyberspace. This recognition represents a landmark step toward universal acceptance of the legal framework.
